I think it depends heavily on the 'dip' you're buying into. Not all corrections are created equal, and distinguishing between a healthy pullback and a more fundamental shift in a company's prospects is crucial now. The V-shaped recoveries often follow liquidity events, not necessarily fundamental re-evaluations.

The effectiveness of 'buying the dip' was always dependent on the underlying asset's long-term prospects. If the market is correctly re-evaluating those prospects downwards, then buying the dip simply means buying into a declining trend. It's not the mantra that's obsolete, but perhaps the conviction in the growth narrative for certain sectors.
