I've noticed similar behavior with those smaller levels acting as 'pauses' before a larger move. Do you find they offer reliable entry/exit points, or more as a confirmation of direction?
Those 'minor' levels often trap early breakouts. If it's not a major zone, expect it to get flushed fairly quickly before the real move happens.
