When do you cut a trade that's just stuck?

Been looking at a few names recently, mostly some mid-caps like $RBLX and $DKNG, that I got into with what I thought was good conviction on a breakout. Problem is, they just haven't moved. Not down enough to hit my stop, but certainly not up either. They've just been range-bound for weeks, effectively tying up capital that could be used elsewhere. I'm hesitant to cut them at a small loss, or even break-even, because I still believe in the setup long-term, but the opportunity cost is starting to weigh on me. At what point do you guys decide to just pull the plug on a position that's not performing, even if it hasn't technically hit your defined stop-loss?
