Thoughts on $EEM's struggle around 64

Been watching $EEM today, and that 64.00-64.20 zone seems to be a real sticky point. We saw it tick up to 65.06 earlier, which looked promising for a break above recent resistance, but it's since drifted back down to 64.09. The intraday range has been 63.505–65.06, so it's not like there's no buying interest, but sellers seem to consistently step in at this particular level. If it can't hold above, say, 63.80 by end of day, I'd consider that prior push towards 65 to be more of a shakeout than a genuine breakout attempt. A sustained close below 63.50 would invalidate the near-term bullish scenario for me, suggesting more downside might be in play.
