USLV and the silver play – where's the real momentum?

Watching $USLV today, hitting 13.1871 after a 4.18% drop, it just seems to reinforce my long-held view that silver, despite the periodic retail push, just doesn't have the sustained institutional love gold does. Am I completely off base here, or are we just watching the same old cycle?
