Basel III reforms - impact on smaller banks?

I'm trying to wrap my head around the Basel III 'endgame' proposals, specifically for banks that aren't the G-SIBs. It seems like the capital requirements are getting stricter across the board, even for institutions that don't pose systemic risk. Are regional and community banks going to get squeezed significantly, or are there nuances in the application I'm missing that prevent an overly burdensome impact?
